receipt_in_progress.vm is used by checkouts that have a custom receipt page hosted outside UltraCart. The receipt page is the target location for conversion tracking to take place. When merchants have a custom receipt, that conversion tracking cannot take place, so the receipt_in_progress.vm is shown to the customer instead of the normal in_progress.vm file. The only difference between the two is the former fires conversion tracking code while the latter just displays a "please wait" message and does nothing more.
